Kevin Barnard, Retired Law Enforcement Officer    


I am Kevin Barnard and I am a retired police officer, native San Diegian, who has lived in the district since 1995.  I have served on the San Dieguito Planning Group where we advocated for responsible development that was reasonable, prioritized public safety, and fit with the character of the many communities within the district.  I have served on the board of The Escondido Creek Conservancy for 17 years, understanding the value of open space has to our residents.  The Conservancy has successfully preserved over 3,000 acres of open space in our communities in the past 20 years. I’ve spent my life in service and hope to continue serving all the great communities with the Rancho Santa Fe Fire Protection District. 


The current board members have faithfully served the district, however it is time for a new generation that understands the challenges that extreme fire behavior poses to personal safety, the survival of our homes, and the impact on our insurance rates.


If elected I would advocate for fire safe communities that can safely and effectively be evacuated in future wildland fires.  No development, revenue stream, or budgetary shortfall should cause any public safety agency to compromise regulatory standards that would later result in the kinds of tragedies that have befallen communities like Santa Rosa and Paradise, California.  I would also ensure that developers adhere to the strict fire regulations in the spirit of the law and not just the letter of the law.
